Shadow Threats: ISIS and Al-Qaeda

While nation-states dominate headlines, terror networks like ISIS and Al-Qaeda remain highly adaptive. They lack a deep technological base but use money, alliances with rogue organizations, and black-market hackers to remain dangerous.

In 2020, while in Istanbul, I narrowly escaped a kidnapping attempt by ISIS—an ordeal the U.S. Embassy confirmed could have led across the border to Iraq or Syria, likely never to be seen again. Years earlier, I faced a similar situation with Al-Qaeda sympathizers in Western India. Several close friends of mine have been killed in Al-Qaeda-related attacks in Indonesia. My wife and I are fortunate to still be walking around.

These groups operate in the shadows—using conventional tactics like kidnapping, along with cyber warfare, propaganda, and asymmetric strikes—to destabilize their targets. I witnessed their reach firsthand while living in Libya, during the attack on the U.S. Embassy when it was burned down.

America must remain constantly vigilant—threats emerge from the shadows as easily as from rogue nations. Every means of protection must be pursued, and we must always plan for tomorrow’s conflicts. Economic and financial strategies must be developed in advance—powerful alternatives to direct confrontation or traditional sanctions.

North Korea is one of the world’s most unpredictable and militarized regimes. Armed with nuclear weapons, advanced cyber warfare capabilities, and a massive standing army under absolute rule, it poses a direct threat to U.S. interests and global stability. Its missile programs and aggressive brinkmanship make it a constant danger on the world stage.

These and other threats demand that America always pre-counter—anticipating danger before it strikes and preparing for tomorrow’s conflicts today. America must use every instrument of power—including economic and financial strategies—to pre-counter these threats and avoid the need for traditional sanctions or war.
